In order to regulate the operation of the college student sports associations and promote the healthy development of them, several methods (such as references, expert interviews, logical analysis and so on) is adopted to modify the Balanced Scorecard Theory according to the characteristics of college student sports associations, the improvements are following: (1)Carrying out the Balanced Scorecard under the guidance of depositing the mission of associations above the Balanced Scorecard; (2)Replacing the financial dimension of Enterprise Balanced Scorecard(EBCS) with Customer dimension which is also named member dimension; (3)Owing to being the internal organization in college, the college student sports associations are different from the others in the society, so the financial dimension in EBS should be replaced with resource dimension including Field Equipment, Human Resources, etc. (4) As an organization, the internal flow of the college student sports associations mainly refers to the organization and operation of community In addition, evaluation system of college student sports associations is designed, and the associations are evaluated based on four dimensions-membership, resources, organization and operation, study and growth. The goal of evaluation system is to provide the construction and management of associations with references, and take the construction into the scientific and normative way.
