摘要
The issue of vehicle routing has been a research field in the positioning studies and as one of the basic combination issues, has been studied by many computer experts. The author proposed classification of strategic management forms depending on the frequency. The depth of strategic enterprise management is determined by the classification. Each form of strategic management determines the depth of development of the elements of the system. Elements of the system of strategic enterprise management include supporting factors and major factors. Supporting factors create opportunities and conditions for the emergence and development of a system of strategic enterprise management. Major factors contribute to the emergence and development of a system of strategic enterprise management. The strategic management system has a sequence of stages. The author has identified the characteristics of the internal and external environment that influence the choice of the business and operations strategy. The results of the analysis of the technological characteristics of the enterprise and the external environment are factors on which the stages of strategic management depend. The development of business and operations strategy should be carried out taking into account the specifics of operating and investment activities. In this article, the whale algorithm is used to solve the above problem. Experimental results show the superiority of the proposed algorithm over the compared algorithms.
