Regression of Value Rationality in Key Laboratory Evaluation

摘要
Key laboratory is an important component of the national innovation system, and now has formed a relatively complete key laboratory system. The government-led evaluation of Key Laboratory in China not only contains the factor of instrumental rationality, but also the value rationality, which has different status and exert different functions. However, in practical evaluation, the instrumental rationality has been dissimilated into "utilitarian rationality", with obvious expansibility and dispensability, offside from the mean status to objective status. In Key Laboratory evaluation, value rationality should be regressed to clear the evaluation objective, which is to encourage laboratories to play the role of science and technology innovation; innovative talents cultivation; open communication and social service providing. Under the guidance of regressed value rationality, evaluation concept should convert from outstanding assessment to conformity assessment, to balance the relationship of quantitative evaluation and qualitative evaluation. Laboratory evaluation should be classified.
