Interference management has been a key enabler for the deployment of future wireless systems requiring dense spectrum reuse. In this work, we propose a downlink dynamic and distributed interference avoidance scheme that makes use of inter-cell coordination in order to allocate resources efficiently. The objective is to enhance the total average throughput for each sector and guaranty fairness among all users in the cell. The proposed scheduling is executed at each sector and is based on a dynamic clustering with a fixed cluster size. It is performed differently for center users and edge users. The edge users' scheduling is performed in a way to minimize the interference at the edge in the whole network. For each interfered sector requiring resources, a cluster is defined given a selected edge user. It is composed of the set of Base Stations (BS)s having the most interfering sectors. The proposed scheduling technique presents a trade-off between the implementation complexity, the signaling overhead and the coordination level. Simulation results corroborate the efficiency of the proposed technique.
