The origins of partnering, as a construction management concept, are relatively recent. Partnering is more than a building procurement technique. Partnering in the construction industry emerged in the late 1980s. The use of partnering in the construction industry has many examples of success. In the present era, extensive examples of construction industry can be found in the Unites States, New Zealand, Australia and the UK. For general contracting enterprises' low competitiveness and low-effectiveness in our country, the strategic partnership is introduced into the general contracting business mode. In order to select strategic partners successfully and improve the implementation effectiveness of the above business mode, strategic partnering process and framework for strategic partnering evaluation is presented respectively. And then a comprehensive evaluation model of strategic partnering for general engineering contract enterprise is proposed based on Radial Basic Function Neural Network.
