A Study Based on Grounded Theory about the Drivers of Public Service Outsourcing of Chinese City's Basic Government

摘要
Because of the difference of social, culture, political mechanism and government structure, the public service outsourcing theory which based on the western developed countries' context can not explain and guide Chinese government's practice. This paper made the environmental cleaning service outsourcing of Guangzhou and Shenzhen basic governments as samples, used Classical Grounded Theory methodology based on Chinese context, found that the drivers of Chinese city's basic governments public service outsourcing are from economic and political factors at the same time, this is obviously different from western country's drivers are from economic factors or political factors. The discoveries of this paper provided a new achievement to the Chinese government research based on indigenous context, in the mean time, use Classical Grounded Theory to do this research provided new methodology to the theoretical research of the government's public service outsourcing, and furthermore, it did contribution to the diversification and normalization of the methodology of Chinese public management research.
