Recently, a rapid increase of medical costs brought much more economic and psychic pressure for government and family, and it becomes a puzzle for controlling the medical costs. The paper analyzes some factors which result the rapid increase of medical costs, including hygienic resource, the quantity and quality of practitioner, management system and inhabitant sanitary habit. Some countermeasures and suggestions, such as increase government investment, improve the quantity and quality of hygienic technician, ameliorate social sanitary service system, reform the medical management system, and strengthen the education of resident sanitary habit.
