摘要：

In view of SIP being applied rapidly and widely, a kind of management and control system is designed for network managers. The main function of the system is tearing down the SIP dialogs without permissions under the local network rules. The GNU software oSIP stack and the network tool of libnet are used. Tests results show that the system can provide the required function.
