摘要：

Governments subsidising Fibre-to-the-Home (FTTH) do so in the belief that it brings economic and societal benefits. Robert and Charles Kenny, however, contend that arguments made for FTTH are often inappropriately based on the benefits of applications possible with basic broadband, or on the benefits of providing higher speeds to business, rather than to homes. So is the evidence for improved economic growth from broadband patchy? And are billions of dollars of public money being wasted?
