摘要：

The influence upon rural residents' income and consumption by fiscal policy is not only a biz for theory research, but a reality problem of checking the efficiency of this policy as well. The article analyzed such influence using a SVAR model with three variables containing fiscal expenditure on supporting agriculture, per income and per consumption of rural residents. The results demonstrated that it has the crowding-out effect on rural residents' income and consumption by fiscal policy, but the crowding-out effect on rural residents' consumption is stronger than that on income. Finally, we addressed some relative political suggestions based on the results of empirical analysis.
