First of all in Aba, a potential small town, the 24 civil representatives, elected in 2005, established their own civil forum. The representatives of the Aba civil organizations also organize their own village/town co-ordinating bodies and elect representatives. The Aba self-governmental body is still in office and does all tasks by law. The Aba companies, enterprises (business companies) also elect representatives. Finally, the Aba churches also elect their representatives. All together 56 representatives. The 5 bodies, and representation organize the high-organization, which name is the Aba Magistrates. One thing is sure, that the Aba e-administration and e-self-government would be only complete and actual, when the Aba e-administration and e-self-government is established. From that point, the Aba Magistrate will be able to hold digital referendums. The main point of the Aba-model: it is not a single municipal, but it is a multiple representation, combined with the structured dialogue, and it is further developed into divided municipality, and finally participative and electronical democracy. One of the elements of this idea is joint development of the e-administration and e-self-government. The new high institution of the local democracy is: the Aba Magistrate. So in the Aba-model, the parallel representation, based also on election, was established. So a complex or multiple municipal structure was formed, which makes the concrete and direct representation of the more important groups of society possible. This conception and solution is partly prior and advanced to the system of the participative democracy.
