摘要：
In this paper we provide an overview of the European project HeliNet, which was concerned with developing a network of High Altitude Platforms (HAPs) for the provision of applications in the areas of vehicle localisation, environmental surveillance and broadband communications. In particular, we are focusing on system architecture and network topology scenarios for provision of wireless access to broadband communication services supporting IP based applications.
