摘要：

Building energy consumption accounts for one third of the total energy consumption. Therefore, building energy efficiency is crucially important for the overall aim of energy conservation in China. Firstly, this paper focuses on present situation of building energy efficiency in China, does research on government behavior in the implementing process of building energy efficiency. Secondly, the paper analyzes main obstacles of building energy efficiency work by referring to picture of participant relations, and points out the importance and necessity of government behaviors in building energy efficiency. At last, the author adopts critical quality model, discusses government behavior strategy in different stages of building energy efficiency, comes up with proper policy suggestion, and provide useful reference for the government to make effective macro-regulation measures in building energy efficiency.
