摘要
TOT concession period is the core issue of project financing, but also the focal focus of contract negotiations. This Paper uses expected utility theory to Asses and identify project risk, and builds a stochastic Petri net model for solving Markov process, which reflects the impact of CI and CO by project risk factors, and then builds utility Petri nets for TOT concession period based on computer simulation, providing a new solution ideas and methods for TOT project concession period determination and decision-making.
