Insufficient funds for project surveys; too short a period for planning; exacerbated by non-existence of essential statistics. Academically well qualified but relatively inexperienced consultants for design work. Problematic bidding process--choice of the cheapest, not the best contractor. Weak supervision and inspection system. Uncertainty regarding budgetary appropriations for maintenance and rehabilitation. Unfavorable environment for construction industry development, especially for small-scale construction businesses in the countryside.
