The sound development of the small and micro-sized enterprises becomes an important component of the market economy in our country, constituting the basis of the microeconomy in our country, and playing more and more positive role as an important part of the national economy in our country. And the small and micro-sized enterprises have an important influence on the prosperity of the urban and rural markets, remission of the current employment pressure in our country, increase of the Gross National Product and increase of the financial revenue in our country as well as the stabilization of the society, etc. However, our country pays more attention to the development of the large enterprises, and the special status of the small and micro-sized enterprises is always ignored in the macroeconomic regulation and control, under the intervention of the local administrative department, etc., all kinds of difficulties including the financing difficulties, poor risk resistance, distortion of the property, weak investment ability and lack of scientific management, etc. are occurred in the small and micro-sized enterprises, which impede the development of the small and micro-sized enterprises for a long term, therefore, the management in the aspect of financial management shall be strengthened by the small and micro-sized enterprises, increasing its functional role, so that they can adapt to the fierce market competition at present, and grow steadily to play more and more social effects.
