At the turn of the century, it is regarded as the golden era for administrative reform when the most popular service organization should be the incorrupt government with efficiency and quality. To respond to and satisfy the public demands of efficacy, efficiency, equity, and excellence (4E) is the goals for public sectors. The way to promote the competency of employees in public sectors for enhancing organizational performance is therefore the objective of this study. Having the supervisors and the public servants in Kaohsiung Government as the research subjects for questionnaire survey, total 800 questionnaires are distributed. Deducting 22 invalid copies from the collected 543 copies, the retrieval rate is 65%. Each retrieved questionnaire is regarded as a valid sample. The research findings are concluded that Competency Promotion presents significant effects on Financial Performance, Business Performance, and Operational Effectiveness and the correlations between Competency Promotion and Organizational Performance reveal notable differences on demographic variables. Finally, this study aims to provide public sectors with suggestions and reference.
