摘要：
Under the background of global economic turmoil, it is necessary to construct an all-around local governmental debt risk warning system based on the present condition of fiscal operation and local economic development, being a reflection of practical situation and preventing the adverse impact brought from possible debt. Though some scholars in our country have done researches in the construction of the relevant indicator system, no consensus came out. This essay will deeply discuss the construction of relevant indicator system, pointing out the necessity of introducing the concept of comprehensive debt when doing international comparisons and of doing some judgments based on China's actual situation when setting standard. Besides, the intervals of risks of each indicator in local governmental debt risk early warning system basing on international standards and relevant domestic research findings are listed in this essay.
