Research on Monitoring System of Human Resource of Science and Technology of Shanghai

Canberra Manual is the first international standards and specifications for human resource of science and technology (HRST) statistics. Countries all over the world, especially OECD and EU members, are basically referring to the manual survey to analysis of the country's human resources of science and technology. In this paper, we analysis the definition of HRST and monitoring system framework in Canberra Manual, and generalize the basic characteristics of classification and statistic by the level of education and professional type. Finally, we propose a system of regional HRST monitoring indicators, according to the Economic and technological level of Shanghai.
