The Chinese economy has entered a new state with the medium-to-high speed growth, increasing quality, and proper structure. In the new normal, the driving force of maintaining sustainable economic development includes new type of urbanization, reform, innovation and opening up. Researches of many scholars show that scientific and technological innovation must be given top priority in all motivations. In this paper, the authors propose three types of strength to promote scientific and technological innovation, i.e. governments at various levels should better performing their functions in terms of improving basic market system, and making actively effort to develop the third strength of scientific and technological innovation. In addition, it is necessary for China to draw on experiences of developed countries in promoting scientific and technological innovation.
