摘要：

Based on the definition of Property System, institutional change and path dependence, the paper analyses the motivation of the reform in public hospital from economic growth, the pattern of interests change, technological and institutional change. And it explains the factors of locked state of "path dependence" problem which appears in change of Property System of public hospitals, and finally recommends measures to push forward the institutional change in public hospitals, which avoid being locked of the path-dependence.
