摘要
The system of indicators is a tool that allows teachers and researchers from the design of a project, to foresee certain aspects. To improve the quality of higher education, it is necessary and essential to improve the qualifications of university professors at the doctoral level and to provide more support so that effective research in solving theoretical, academic and context problems is world class and is constituted as the vital axis from which the academics of the same programs, the universities, the management of public and private organizations and ultimately social and economic development are impacted. Scientific research is an indicator of the quality of processes in the university environment, so it must be increased by virtue of the results of the work carried out by research teachers and students. The university of this century must be dominated by science and technology with the participation of all its researchers. The general objective of this work is to demonstrate the validity of the indicator system using the Delphi method, for the forecast, design and measurement of research projects.
