摘要
This paper describes a methodology for the evaluation of Multi Sensor Trackers (MSTs). The outlined methodology is primarily related to the evaluation of the operational effectiveness of the Air Picture Establishment functions within the NATO Air Command and Control System (ACCS). For this reason the operational requirements against which the MSTs are to be assessed are based closely on the ACCS surveillance requirements. A number of measures of performance (MOPs) are suggested and defined. A prerequisite to many of these MOPs is the ability to segment a track picture into discrete track sections. To avoid a globally uniform and thereby inappropriate analysis of scenarios, the use of filters is proposed. This allows analyses to be made that are more relevant to user needs. Ti description of the evaluation methodology is completed with a summary of the proposed methods for assessment of results.
