To explain the appearance in MOND of a cosmological acceleration constant, a(0), I suggest that MOND inertia - as embodied in the actions of free particles and fields - is due to effects of the vacuum. The same vacuum effects enter both MOND (through a(0)) and cosmology (e.g. through a cosmological constant Lambda). For example, a constant-acceleration (a) observer in de Sitter universe sees Unruh radiation of temperature T proportional to [a(2) + a(0)(2)](1/2), with a(0) equivalent to (1/3 Lambda)(1/2) , and I note that T(a) - T(0) depends on a in the same way that MOND inertia does.
