摘要：

This paper utilizes the theory of evolutionary games to establish models in initial creation stage for RIS (RIS, Regional Innovation System) which analyzes the dynamic process of two-man symmetrical and asymmetrical game theory. Then, some key parameters of RIS formation are acquired. It is pointed out that the evolutionarily stable strategy of regional innovation community is correlative with the income, success probability, ingoing cost and beaten loss of innovation bodies. By controlling these vital parameters, scientific and accurate management of RIS can be achieved.
