Study on the Evaluation Index System of China Intelligent High-speed Railway Based on Technical Characteristic

摘要
Intelligent High-speed Railway is a complex system engineering with a long-term planning. In order to correctly grasp the implementation direction of Intelligent High-speed Railway strategy, the progress and development level of construction of Intelligent High-speed Railway is comprehensively, objectively, accurately and systematically evaluated. So, a set of evaluation system including several representative indicators of railway business and logical relations at all levels is needed to be constructed. Based on the development demand and intelligent trend of Railway in China, this paper firstly introduces the necessity of evaluation of Intelligent High-speed Railway. Then, taking the measurement of railway intellectualization as the goal from the overall perspective of Intelligent High-speed Railway and the specific railway business indicators, the index evaluation system with five first-level indicators, seventeen second-level indicators, and fifty-seven third-level indicators is designed. In addition, the basic construction ideas and index selection principles are clarified. Through evaluation and promotion of construction, the Intelligent High-speed Railway projects in China are promoted in a more orderly and efficient manner.
