摘要
A lot of packaging waste were brought with the rapid development of packaging industry, How to effectively reduce the effects of packaging waste on the environment is always one common problem which each country is devoted to overcome. Packaging waste management in Germany stands in a leading position in the world, and comparatively perfect packaging waste management system has been established. This system has been adopted by more than 30 countries until now. Two voluntary agreements between government and packaging industry have been carried out from 1996 in New Zealand, Packaging recycling percentage of New Zealand has reached the level of some European countries. Two successful packaging waste management systems-the German dual system and the New Zealand voluntary packaging environment system were comparatively analyzed in this paper. Emerging background, legislative basis, organization operation, remarkable effect and new chanllenges of two systems have been studied respectively. On the basis of analysis of packaging waste recovery status in China, combined with developing circular economy, some proposals for founding packaging waste management system of China have been put forward.
