摘要：

This paper proposes a discretisation of Maxwell's equations which combines the popular edge elements of Nedelec with expansions of plane waves. The method is applied to simple two dimensional electromagnetic wave propagation and scattering simulations and issues of accuracy and matrix conditioning are investigated.
