摘要
The free public bicycle service system is a bicycle management system that provided by China Human Rights Development Fund for citizens so they can use bicycles for free. It has many features and advantages. Firstly, all bikes can be used for free and one can borrow and return them at any rental site. Secondly, the procedure is very simple. Local people can get a rental card by his ID card, and for migrant workers, they can get a rental card by adding another guarantee from an local company or resident. Thirdly, the services are very humanistic. Each site provides three kinds of bicycles for different uses which include lightweight bicycles, load-carrying bicycles and children-carrying bicycles. And all the bicycles will be required to be renewed every three years. Fourthly, there are a quantity of rent sites and bicycles. The number of rent sites is half of that of bus stops, and the number of bicycles is twice of that of taxis. Fifthly, the service hour is very long. For each day, the service time should be more than 12 hours in principle. Sixth, changes will be made according to different using frequency in different sites, in order to avoid the shortage or accumulation phenomena in some sites. This paper, using observation and interview to study the operating condition of the free public bicycle service system in Wuhan, analysis the physical and mental status of those who have used these bicycles, and putting forward some recommendations about allocation and using of bikes at last, in order to provide a theoretical reference for the promotion of physical and mental health of residents who use the free public bicycle service system.
