摘要：

Value Engineering (VE) is a proven, effective tool for both continuous improvement and design enhancement. It is using the lowest life cycle cost, to realize the essential function reliably, and excavate the potential to reduce the cost, and discover the ways to enhance the value in optimization of technological innovation of State-Owned Enterprises in China. We stands in user's point, Using value engineering analysis principle and method to guide, organize and appraise innovation, to study how to enhance the quality of products and reduce the cost, then to design new product or the aberration product with high quality and could meet the customers' needs. Thus, enterprise could make more profits, the enterprise's technological innovation could have the explicit direction, all these could promote the enterprise competence.
