The Mauritian construction industry: assessing sector capacity

摘要
Mauritius has experienced an economic recession that has negatively impacted infrastructural project development. There is a presumed skill gap between local and foreign entities. This study explored the level of local capacity, their abilities to undertake projects and the capacity building measures in place in this sector. It was found that there is an adequate availability of professional skills and expertise but a lack of skilled labour. Projects allocated to foreign firms were either unique, large in size or lower tender bids were offered. The industry was poorly structured and managed. Although local companies and workforce were found to be skilled and experienced, it was industry institutions and the sector set up that limited workforce development. There were too many inefficient procurement processes that inhibited fruitful growth of the industry. It is deemed important for all local stakeholders to collaborate together to adopt transparent tender strategies and capacity building measures to ensure growth of local entities and development of a proficient local workforce.
