摘要：

Perfect expression of social interests is an important prerequisite for the government scientific decision-making. The mechanism has been improved step by step. However, the unequal opportunities exist for different groups to expression interests due to factors of unbalanced participation, the Asymmetry of Information, and different degree of interest claim. It will lead to unfair decision-making and low efficiency of Public Administration. The cause of inadequate vulnerable' interest expression is analyzed in the article firstly. Based on the analysis, the article establishes the Public Administration for the vulnerable groups to express their interests.
