摘要：

How could a fusion between two small communal public libraries, situated in the landside of North Rhine-Westphalia, be manageable, knowing about their difficult financial and organisational background? How can they cooperate in a proper and equal manner, how can their services thereby improve? Which changes should be handled, targeting the single target groups more adequate? This is the challenging task, which a group of LIS-Master-students at TH Cologne are dealing with in a project on 'Strategical Positioning of Public Libraries' in summer 2018. The student task-force develops recommended actions fitting to the environment and different situations of both libraries.
