This paper demonstrates the construction safety situation in our country, and then emphasizes the importance of the construction insurance. As we known, much attention is paid to safety control in our country. After China got access to the WTO, We have attached importance to the project insurance applied to safety control, and have yielded some favorable results. But the function of the safe service is only the shift of risks in nature. While the insurance companies accept insurance, the risks of construction safety will be shifted to themselves. There will be a game process between the project contractor and the insurance company. By comparing two conditions, having insurance company involved in the production safety management, or not, the test based on the game analysis draws some valuable conclusions. According to the first game model, the contractor will not purchase the project insurance without the mandatory requirements of the State. And even if the contractor wants to purchase the project insurance, the insurance company is not willing to accept insurance. According to the second game model, if it is mandatory for the contractor to purchase the insurance, the financial risk will be shifted to the insurance company. And the insurance company will pay attention to construction safety management under the condition of financial risk. So, it is an effective means of production safety control that the insurance company is involved in construction safety management. China will profit from the overseas success experience by implementing the compulsory project insurance. Finally the paper gives the related comment on effective implementation of the project insurance, such as: legislation for the compulsory implementation of project insurance; the strict regulation for contractors on compulsory project insurance; the role of safety control played. by project insurance; research on the reasonable insurance premium rate of the construction project.
