Non-Governmental Actors in Foreign Policy and Public Policy

Considering the specificity and the connection points between the fields of study of International Relations, Political Science and Public Policy, it is not uncommon for these to be mobilized in order to generate a better understanding of the phenomena that explain the functioning of society. This article is part of this debate, exploring theoretical and conceptual approaches in relation to foreign policy and public policies. Foreign policy and public policies have been the subject of constant debate in the field of policy formulation, power distribution and democratization. In this text, the spaces of possible performance of non-governmental actors in foreign policy and public policies are discussed. The article initially focuses on theoretical approaches related to foreign policy and public policy. Then, paradiplomacy is approached, understood as one of the possible forms of integration between foreign policy and public policy, where there is space for the performance of different actors. The last section of the article focuses more specifically on public policies, based on theoretical models that reflect on the elements involved in the agenda formulation process. In conclusion, it seeks to highlight the capacities and impacts of the performance of non-governmental actors in foreign policy and public policy.
