摘要
This paper analyses and tracks the advanced theory of weapon equipment LCC evaluation technology in foreign countries. The CAIV technology is the most advanced technology used by the US army It has a lot of advantages. As the practices proved, it can give DOD a lot of cost savings as acquiring ideal weapon system. This paper addresses the civil equipment LCC evaluation technology architecture based the soul analysis of CAIV The new evaluation technology takes into account the situation of our country and the differentiation between the civil equipment and weapon equipment. This paper also gives the solutions to coordinate the relations among partners, to estimate the LCC and to manage the risk. We build the IPT clusters based on CAIV to provide the organizational guarantee. The cost breakdown structure figure is proposed based on the two principles: prior to mean advanced level a little and the isolation of the consumption of materials and their price. The trade-off methodology lies in this figure from its start to the end. And the risk-based management can disperse the risk and decrease the losing.
