摘要：

This papers conducted a comparative case study in two different countries: China and Estonia. Estoniais very tiny compared to China, we mainly compared Estonia with a typical city in China, Ji Nan. Semi-structured interviews were conducted respectively in both countries with three target groups. Based on China's situation, the author choose "China's E-government Performance Evaluation" issued by Chinese internet lab as the reference of evaluation framework. The goal of the paper is not only to identify what are the differences and what reasons behind the differences, but also to probe the possibility of how to export Estonia's experience to China.
