摘要：

A discussion to the re-use of by-products is brought, enphasizing the need to include cost-benefit analysis in published technical papers, as many societies cannot, at this time, support some additional burdens. Topics for discussion in the Session of the Congress are suggested, the principal being the need to document chemical long term stability of many by-products.
