A research project on the use of reclaimed materials in road construction and maintenance has been carried out on behalf of the U.K. Department of the Environment (DoE). The broad aim of the project is to make recommendations to Government aimed at increasing the contribution of reclaimed materials to the overall requirement for aggregates. The work comprised; (i) a survey of current and recent use of reclaimed aggregate materials in road construction and maintenance, (ii) the identification of factors enabling and constraining the use of these materials and (iii) the identification of options for future Government policy. A policy framework is recommended which sets out specific actions and mechanisms under the following policy objectives: to stimulate the demand for reclaimed aggregates in road construction; simultaneously, to facilitate the supply of reclaimed aggregates in quantities and qualities appropriate for road construction; to encourage the convergence of the two markets through market mechanisms This paper presents a draft of the results and conclusions of the work by the authors. These results and conclusions do not necessarily represent the views of the Department of the Environment who commissioned the study.
