摘要
The energy sector is key to any economy. In Ukraine, it is highly subsidized. The subsidies strain the budget and are harmful to economic and energy policy. They promote waste and inefficiency. Neither energy provider nor industry has any incentive to modernise and innovate. Fundamental reforms are unavoidable. A reduction in subsidies, diversification of energy supplies, and increased use of renewable energy are essential steps. A revolution in efficiency is needed.
