摘要
The purpose of this paper is to show how developing countries, with the use of destructive technologies and appropriate strategies, can enhance their disaster management capability despite the lack of financial resources. In this study SWOT-ANY (Strengths-Weaknesses-Opportunities-Threats analysis and Analytic Network Process) model has been proposed for prioritisation of strategies for application of Unmanned Aircraft Systems in disaster management in the Republic of Serbia. SWOT analysis has been used to determine internal and external factors of possible UAS application. The Analytic Network Process has been used to determine quantitative impact of SWOT factors in order to determine the best strategies. Proposed SWOT-ANP model for application of UAS in disaster management in the Republic of Serbia presented in this work represents a framework how the effort of organisation that are dealing with disaster management can be further improved by utilization of the new technology. Effective disaster management or disaster response can be improved with usage of disruptive technologies, such as Unmanned Aircraft Systems, through implementation of defined sequential strategies as a result of proposed SWOT-ANP model.
