摘要：
In this work we present a new construction of quantum error correcting codes. It is based on the stabilizer formalism but does not use the CSS construction. It takes advantage of the properties of the difference set to construct the code. The technique may also be used to generate the quantum LDPC codes as well as the cyclic codes.
