What do we know about the relationship between public welfare and child welfare?

摘要
This article explores the interaction between public welfare and child welfare involvement. A review of the literature focuses on three aspects of this interaction: 1) the extent and nature of the relationship that exists between public welfare and child welfare involvement, 2) service responses to the over-representation of families receiving public assistance (TANF) in the child welfare system, and 3) the potential impact of welfare reform on child welfare. Serious concerns are raised regarding the confluence of major reforms in these two distinct yet interactive areas of public policy and service delivery, and critical questions are outlined to guide future inquiry.
