摘要：
The determination of public interest has been debated again with the Property Law enacted. This paper illuminates the necessity of determining the public interest by public choice theory, and then analyses the relationship between public interest and public goods according to the public goods theory. Based on these researches, the definition and steps of public interest determination are presented in this paper.
