摘要：
At transition from the integrated regulation of electric power industry to the separate regulation of its segments in the field of the production of electric power, is formed the market for electric power with the development of its technological and commercial infrastructures. Technological control of wholesale market requires the development of the existing system for operative dispatching control and creation on its basis of the system operator (SO), which ensures operational- technological (dispatcher) control of market.
