The Policy Choices for Developing Modern Biotechnology Industry in China

摘要
In the decades, biotechnology industry developed quickly, especially in North America, European Union, and Japan. China also selected modern biotechnology industry as the strategic emerging industry. Modern biotechnology management research emerged and prospered in China recently. One of the most important research fields of modern biotechnology is industry innovation and industry policy. This paper described the development of biotechnology industry based on the literature review, generalized the characteristics of biological pharmaceutical which is the typical representation of biotechnology industry. Then, this paper analyzed the prominent contradictions of biotechnology industry in China, (1) Conflict between resource shortage and strategic industry selection, (2) Contradiction between catching-up and progressive development; (3) Conflict between growth opportunity and challenge; (4) Conflict between supernormal development and coordinated progress; (6) Conflict between big group strategy and small business innovation strategy. Based on the upper analysis, this paper studied possible policy choices for the government to develop biotechnology industry, including (1) Accelerate the formulation of national biotechnology industry development strategy; (2) Fully exert government's function at organization and coordination; (3) Energetically promote biological technology innovation system construction; (4) Adhere to the guidelines of "do some things, and leave some things undone"; and (5) Raise biotechnology industry scale economic level.
