摘要
The northeast of China has abundant natural resources that fall into five basic categories, forest, water, land, energy, and mineral resources. Using these five types of resources as the evaluation index, the resources and environment protection of the three northeastern provinces are comparatively analyzed. Calculation results show that the highest level of resources and environment foundation security are in Heilongjiang and Jilin province, whereas those in Liaoning province are the lowest. The resources and environment of the three provinces are declining and the overall environmental security has reached the critical level, especially in Liaoning province. Measures to guarantee security should be taken as soon as possible. Five types of resources in the northeast differ in terms of the degree coefficient of longitudinal infrastructure assurance, which is attributed to the provinces of resources endowment, and factors such as population and economic development are closely related. The analysis shows that increasing the extent of northeast area resources and environment foundation security should improve the efficiency of resource utilization, exploitation, and utilization of alternative energy. Energy conservation and emissions reduction can conduct national policy distribution indicators, thereby developing the northeast into a "resource saving and environment friendly" type region.
