The development problems of the scientific research institute of petroleum enterprise in the new situation

Scientific research institute of the petroleum enterprise is often an affiliated part of manufactory. Its main purposes are concentrating on the R&D of new product and new technology development of the enterprise to serve the production enterprise. However, the R&D of enterprises meets a powerful challenge with the establishment of socialist market economy, How to conduct the scientific research for the enterprise better has already become a pressing problem to be solved in the new situation. This paper mainly discusses how to bring the function of R&D into play to promote the scientific and technological progress roundly in the new situation, First, this thesis presents the problems arising from the R&D from the angels of mechanism, personnel and fund. Second, this paper puts forward a series of countermeasure to handle the problem in two respects: enterprise aspect and scientific research institute aspect, pointing out that the features of R&D are high investment, high risk and high returns, however, its return lags behind compared with input. Therefore we should lay out reasonable policies from a long-term perspective to make research work develop more steadily, emphasizing, the orientation to the market creation of famous brand and the establishment of incentive mechanism.
