It is essential to define and interpret the connotation of low-carbon development in a timely, clear and complete manner. With a view to seek the appropriate and simultaneous elevation of economic value and ecological value of environmental resources, interpretation on the connotation of low-carbon development is defined inevitably, based on the basic values and concepts of sustainable development.
