摘要
Contraposed to emergency medical service facilities location and scheduling problems in the earthquake disaster, we consider the seriously shortage of medical service supply capacity in the emergency rescue, propose the concept of the unit demand point of service supply index and set up a emergency rescue fairness model to minimize the difference between of unit demand point of service supply index and the ideal ratio of total supply and demand. At the same time, we build the emergency rescue timely model to minimize the distance between the each service facilities and the each covered demand point. Based on the idea of Pareto optimal, we design a advanced genetic algorithm to solve this multi-objective problem. A case study of Wen Chuan Earthquake shows that the model and algorithm are feasible and effective. This model can also provide the basis for emergency medical service facilities location decisions in the earthquake disaster.
